I have the honour to state that

Sir F. D. Lugard was strongly of opinion that the Detective

Service of this Colony, which is peculiarly exposed to

temptation, should be sufficiently well paid to attract the

best men in the Force, and that by his instructions this

matter was referred in last April, for the consideration

of the Captain Superintendent of Police.

I now enclose copy of a minute by

that Officer, dated the 14th. instant, suggesting that,

after 10 years' good service on the Detective Staff, the

detective allowance should be increased by $2.50 a month

with a further $2.50 for each additional period of 5 years

up to 20 years as the limit: that Police Sergeant Hau Hang

should be made "Principal Chinese Detective" with an

addition of $15 per mensem to his salary: and that the
